党的(de)十九大(da)以来(lai),党中(zhong)央围绕打赢脱贫攻坚战、实施乡村振兴战略作出一系列重大(da)部署(shu),出台(tai)一系列政策举措。农(nong)业农(nong)村改革发展的(de)实践证明,党中(zhong)央制定(ding)的(de)方针政策是(shi)完全正确的(de),今(jin)后(hou)一个时期(qi)要(yao)继续贯(guan)彻执行。
  2020年(nian)是全面(mian)建成小康社(she)会目(mu)标(biao)(biao)实现之(zhi)年(nian),是全面(mian)打(da)赢脱贫攻(gong)(gong)坚战(zhan)收官之(zhi)年(nian)。党中央认为,完(wan)成上述两大目(mu)标(biao)(biao)任务,脱贫攻(gong)(gong)坚最后(hou)堡垒必(bi)须攻(gong)(gong)克,全面(mian)小康“三(san)(san)农(nong)”领域突出短板必(bi)须补上。小康不小康,关键看老乡。脱贫攻(gong)(gong)坚质量怎么样、小康成色如何,很(hen)大程度上要(yao)看“三(san)(san)农(nong)”工作成效(xiao)。全党务必(bi)深刻认识(shi)做(zuo)好(hao)2020年(nian)“三(san)(san)农(nong)”工作的(de)(de)特殊重(zhong)要(yao)性(xing),毫(hao)不松(song)懈,持续加力,坚决夺取第一个百年(nian)奋斗目(mu)标(biao)(biao)的(de)(de)全面(mian)胜利。
  做好2020年(nian)“三农(nong)(nong)(nong)”工作(zuo)总的(de)要求是,坚(jian)持(chi)(chi)以习近(jin)平新(xin)时(shi)代中国特(te)色社会(hui)(hui)主义思想为(wei)指导,全面(mian)贯彻(che)党的(de)十九(jiu)大和(he)十九(jiu)届二中、三中、四中全会(hui)(hui)精神,贯彻(che)落实中央(yang)经(jing)济工作(zuo)会(hui)(hui)议精神,对标对表全面(mian)建成小(xiao)康社会(hui)(hui)目标,强化举措、狠抓(zhua)落实,集中力量(liang)完成打赢脱(tuo)贫攻坚(jian)战和(he)补(bu)上(shang)全面(mian)小(xiao)康“三农(nong)(nong)(nong)”领域突出短板两大重点(dian)任务(wu),持(chi)(chi)续(xu)抓(zhua)好农(nong)(nong)(nong)业(ye)稳产保供和(he)农(nong)(nong)(nong)民(min)增收(shou),推进农(nong)(nong)(nong)业(ye)高质量(liang)发展(zhan),保持(chi)(chi)农(nong)(nong)(nong)村(cun)社会(hui)(hui)和(he)谐稳定,提升农(nong)(nong)(nong)民(min)群众获得感(gan)、幸(xing)福感(gan)、安(an)全感(gan),确保脱(tuo)贫攻坚(jian)战圆满(man)收(shou)官,确保农(nong)(nong)(nong)村(cun)同步全面(mian)建成小(xiao)康社会(hui)(hui)。
  一、坚决打(da)赢脱贫攻坚战(zhan)
  (一)全(quan)(quan)(quan)面完(wan)成脱(tuo)(tuo)贫(pin)(pin)(pin)(pin)(pin)(pin)任(ren)务。脱(tuo)(tuo)贫(pin)(pin)(pin)(pin)(pin)(pin)攻(gong)坚已(yi)经取得决定(ding)性成就,绝大(da)多数贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)人口(kou)(kou)已(yi)经脱(tuo)(tuo)贫(pin)(pin)(pin)(pin)(pin)(pin),现在到(dao)了攻(gong)城拔寨、全(quan)(quan)(quan)面收官的(de)阶段。要(yao)(yao)坚持(chi)精准扶(fu)贫(pin)(pin)(pin)(pin)(pin)(pin),以(yi)更加(jia)有力的(de)举措(cuo)、更加(jia)精细(xi)的(de)工作,在普遍实(shi)(shi)(shi)现“两不愁”基础上(shang),全(quan)(quan)(quan)面解决“三(san)保障(zhang)”和饮水安全(quan)(quan)(quan)问(wen)题(ti),确保剩余(yu)贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)人口(kou)(kou)如期(qi)脱(tuo)(tuo)贫(pin)(pin)(pin)(pin)(pin)(pin)。进(jin)一步聚焦“三(san)区(qu)(qu)三(san)州(zhou)”等(deng)深度贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)地(di)(di)区(qu)(qu),瞄准突(tu)出问(wen)题(ti)和薄弱环节集中发(fa)力,狠抓政策(ce)落(luo)(luo)实(shi)(shi)(shi)。对(dui)(dui)深度贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)地(di)(di)区(qu)(qu)贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)人口(kou)(kou)多、贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)发(fa)生率高、脱(tuo)(tuo)贫(pin)(pin)(pin)(pin)(pin)(pin)难度大(da)的(de)县(xian)和行政村,要(yao)(yao)组织精锐力量强力帮扶(fu)、挂牌(pai)督(du)战(zhan)。对(dui)(dui)特殊贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)群体,要(yao)(yao)落(luo)(luo)实(shi)(shi)(shi)落(luo)(luo)细(xi)低保、医保、养老保险、特困(kun)(kun)(kun)人员救助(zhu)供养、临时救助(zhu)等(deng)综(zong)合社(she)会保障(zhang)政策(ce),实(shi)(shi)(shi)现应(ying)保尽(jin)保。各(ge)级财政要(yao)(yao)继续增加(jia)专项(xiang)扶(fu)贫(pin)(pin)(pin)(pin)(pin)(pin)资金,中央财政新增部分主要(yao)(yao)用于“三(san)区(qu)(qu)三(san)州(zhou)”等(deng)深度贫(pin)(pin)(pin)(pin)(pin)(pin)困(kun)(kun)(kun)地(di)(di)区(qu)(qu)。优化城乡建设(she)用地(di)(di)增减挂钩、扶(fu)贫(pin)(pin)(pin)(pin)(pin)(pin)小额信(xin)贷等(deng)支持(chi)政策(ce)。深入推进(jin)抓党建促脱(tuo)(tuo)贫(pin)(pin)(pin)(pin)(pin)(pin)攻(gong)坚。
  (二)巩(gong)(gong)固脱(tuo)贫(pin)成果防止返贫(pin)。各地(di)要对已脱(tuo)贫(pin)人(ren)口(kou)开展全面排查,认真查找漏洞缺项,一(yi)(yi)项一(yi)(yi)项整改清零(ling),一(yi)(yi)户一(yi)(yi)户对账销号。总(zong)结推广各地(di)经验做法,健全监测预(yu)警机制,加(jia)强对不稳(wen)定(ding)脱(tuo)贫(pin)户、边缘户的动态监测,将(jiang)返贫(pin)人(ren)口(kou)和新(xin)发生(sheng)贫(pin)困人(ren)口(kou)及时纳入(ru)帮扶,为巩(gong)(gong)固脱(tuo)贫(pin)成果提供制度(du)保障(zhang)。强化(hua)产业(ye)扶贫(pin)、就业(ye)扶贫(pin),深(shen)入(ru)开展消费扶贫(pin),加(jia)大易地(di)扶贫(pin)搬迁后续扶持力(li)度(du)。扩大贫(pin)困地(di)区退耕还林还草规模(mo)。深(shen)化(hua)扶志扶智,激发贫(pin)困人(ren)口(kou)内生(sheng)动力(li)。
  (三)做(zuo)好(hao)考核验收和宣传(chuan)工作(zuo)。严把贫(pin)(pin)困退(tui)出关(guan),严格执(zhi)行贫(pin)(pin)困退(tui)出标准和程序,坚(jian)决杜(du)绝数(shu)字脱贫(pin)(pin)、虚(xu)假脱贫(pin)(pin),确保脱贫(pin)(pin)成果经得起历(li)史检验。加强(qiang)常态化督导,及时发现(xian)(xian)问题、督促整改(gai)。开展脱贫(pin)(pin)攻坚(jian)普查。扎实(shi)做(zuo)好(hao)脱贫(pin)(pin)攻坚(jian)宣传(chuan)工作(zuo),全面展现(xian)(xian)新(xin)时代(dai)扶贫(pin)(pin)脱贫(pin)(pin)壮阔实(shi)践,全面宣传(chuan)扶贫(pin)(pin)事(shi)(shi)业历(li)史性(xing)成就,深刻揭示脱贫(pin)(pin)攻坚(jian)伟大成就背后的制度优势,向世(shi)界(jie)讲好(hao)中国减贫(pin)(pin)生动故事(shi)(shi)。
  (四)保持脱(tuo)贫攻坚政(zheng)(zheng)策(ce)总体稳(wen)(wen)定。坚持贫困(kun)(kun)县摘(zhai)帽不(bu)(bu)摘(zhai)责(ze)任、不(bu)(bu)摘(zhai)政(zheng)(zheng)策(ce)、不(bu)(bu)摘(zhai)帮(bang)扶(fu)、不(bu)(bu)摘(zhai)监(jian)管。强化脱(tuo)贫攻坚责(ze)任落实(shi),继续(xu)执行对(dui)贫困(kun)(kun)县的主要(yao)扶(fu)持政(zheng)(zheng)策(ce),进(jin)一步加大东西部扶(fu)贫协(xie)作、对(dui)口支援、定点扶(fu)贫、社会扶(fu)贫力度(du),稳(wen)(wen)定扶(fu)贫工作队伍,强化基层帮(bang)扶(fu)力量。持续(xu)开展扶(fu)贫领域腐败和作风问(wen)题专项治理。对(dui)已实(shi)现(xian)稳(wen)(wen)定脱(tuo)贫的县,各省(自治区、直辖(xia)市)可以根据实(shi)际情况(kuang)统(tong)筹(chou)安排专项扶(fu)贫资金,支持非(fei)贫困(kun)(kun)县、非(fei)贫困(kun)(kun)村贫困(kun)(kun)人(ren)口脱(tuo)贫。
  (五)研(yan)究(jiu)接(jie)续推(tui)进(jin)减贫(pin)(pin)(pin)工作。脱贫(pin)(pin)(pin)攻坚(jian)任务完(wan)成后,我国(guo)贫(pin)(pin)(pin)困(kun)状(zhuang)况将发生重大变化,扶(fu)贫(pin)(pin)(pin)工作重心转向解决(jue)(jue)相(xiang)对贫(pin)(pin)(pin)困(kun),扶(fu)贫(pin)(pin)(pin)工作方式由集中作战调整(zheng)为常态(tai)推(tui)进(jin)。要研(yan)究(jiu)建(jian)立解决(jue)(jue)相(xiang)对贫(pin)(pin)(pin)困(kun)的长效机制,推(tui)动减贫(pin)(pin)(pin)战略(lve)(lve)和工作体系(xi)平稳转型(xing)。加强解决(jue)(jue)相(xiang)对贫(pin)(pin)(pin)困(kun)问题顶层设计(ji),纳(na)入(ru)实施乡村(cun)振兴(xing)战略(lve)(lve)统(tong)筹安排。抓紧研(yan)究(jiu)制定脱贫(pin)(pin)(pin)攻坚(jian)与实施乡村(cun)振兴(xing)战略(lve)(lve)有(you)机衔(xian)接(jie)的意见。
二、对(dui)标全面建成(cheng)小康社会加(jia)快(kuai)补上农村基础设施(shi)和(he)公共(gong)服务短板
  (六(liu))加大(da)农(nong)(nong)村(cun)(cun)(cun)(cun)公共(gong)基础设(she)施(shi)建(jian)设(she)力度。推(tui)动“四好(hao)农(nong)(nong)村(cun)(cun)(cun)(cun)路”示(shi)(shi)范创(chuang)建(jian)提质扩面,启动省域、市域范围内示(shi)(shi)范创(chuang)建(jian)。在完成具备条件的建(jian)制村(cun)(cun)(cun)(cun)通(tong)(tong)(tong)硬化(hua)路和(he)(he)通(tong)(tong)(tong)客车任务基础上,有序推(tui)进较大(da)人口规模自然村(cun)(cun)(cun)(cun)(组(zu))等通(tong)(tong)(tong)硬化(hua)路建(jian)设(she)。支持(chi)村(cun)(cun)(cun)(cun)内道路建(jian)设(she)和(he)(he)改(gai)造(zao)(zao)。加大(da)成品油(you)税费(fei)改(gai)革转移(yi)支付对农(nong)(nong)村(cun)(cun)(cun)(cun)公路养护的支持(chi)力度。加快(kuai)农(nong)(nong)村(cun)(cun)(cun)(cun)公路条例立法进程。加强农(nong)(nong)村(cun)(cun)(cun)(cun)道路交通(tong)(tong)(tong)安(an)全管理。完成“三(san)区(qu)三(san)州”和(he)(he)抵(di)边村(cun)(cun)(cun)(cun)寨电网(wang)升级改(gai)造(zao)(zao)攻坚计划(hua)。基本实现行(xing)政(zheng)村(cun)(cun)(cun)(cun)光纤网(wang)络(luo)和(he)(he)第(di)四代移(yi)动通(tong)(tong)(tong)信网(wang)络(luo)普遍覆盖。落实农(nong)(nong)村(cun)(cun)(cun)(cun)公共(gong)基础设(she)施(shi)管护责任,应由政(zheng)府承担的管护费(fei)用纳入政(zheng)府预(yu)算(suan)。做(zuo)好(hao)村(cun)(cun)(cun)(cun)庄规划(hua)工作。
  (七)提(ti)(ti)高农村(cun)供(gong)(gong)水(shui)(shui)保障水(shui)(shui)平。全面完成农村(cun)饮(yin)(yin)水(shui)(shui)安全巩固提(ti)(ti)升工(gong)程(cheng)任务。统筹布局农村(cun)饮(yin)(yin)水(shui)(shui)基(ji)础设(she)施(shi)建设(she),在(zai)人口相对集中(zhong)的(de)地(di)区推进规模化(hua)供(gong)(gong)水(shui)(shui)工(gong)程(cheng)建设(she)。有条件的(de)地(di)区将城(cheng)市管网向农村(cun)延伸,推进城(cheng)乡供(gong)(gong)水(shui)(shui)一体化(hua)。中(zhong)央财政加大支持(chi)力(li)度(du),补助(zhu)中(zhong)西部地(di)区、原中(zhong)央苏区农村(cun)饮(yin)(yin)水(shui)(shui)安全工(gong)程(cheng)维修养护(hu)(hu)。加强农村(cun)饮(yin)(yin)用(yong)水(shui)(shui)水(shui)(shui)源保护(hu)(hu),做好(hao)水(shui)(shui)质监测。
  (八)扎实(shi)搞好农(nong)(nong)(nong)村人居环境整(zheng)治。分类推(tui)进(jin)(jin)农(nong)(nong)(nong)村厕所革命(ming),东部地(di)(di)(di)区、中(zhong)西部城市近郊(jiao)区等有(you)(you)基础有(you)(you)条件(jian)的(de)地(di)(di)(di)区要基本(ben)完成(cheng)农(nong)(nong)(nong)村户用厕所无害化改造,其(qi)他地(di)(di)(di)区实(shi)事求是确定(ding)目标(biao)任务。各地(di)(di)(di)要选择适宜(yi)的(de)技术和改厕模式,先搞试点,证明切实(shi)可行后再推(tui)开(kai)(kai)。全(quan)面推(tui)进(jin)(jin)农(nong)(nong)(nong)村生(sheng)活(huo)垃圾治理,开(kai)(kai)展就地(di)(di)(di)分类、源头减量(liang)试点。梯次推(tui)进(jin)(jin)农(nong)(nong)(nong)村生(sheng)活(huo)污(wu)水(shui)治理,优(you)先解决乡镇所在地(di)(di)(di)和中(zhong)心村生(sheng)活(huo)污(wu)水(shui)问题。开(kai)(kai)展农(nong)(nong)(nong)村黑臭水(shui)体整(zheng)治。支持农(nong)(nong)(nong)民群(qun)众(zhong)开(kai)(kai)展村庄清洁和绿(lv)化行动,推(tui)进(jin)(jin)“美丽家(jia)园”建设。鼓励有(you)(you)条件(jian)的(de)地(di)(di)(di)方(fang)对农(nong)(nong)(nong)村人居环境公(gong)共设施维修(xiu)养护进(jin)(jin)行补助。
  (九)提(ti)(ti)高(gao)(gao)农(nong)村(cun)(cun)(cun)(cun)教育质(zhi)量。加强乡(xiang)镇寄宿(su)制学(xue)(xue)(xue)校(xiao)建设,统筹乡(xiang)村(cun)(cun)(cun)(cun)小规模学(xue)(xue)(xue)校(xiao)布局,改善办学(xue)(xue)(xue)条件(jian),提(ti)(ti)高(gao)(gao)教学(xue)(xue)(xue)质(zhi)量。加强乡(xiang)村(cun)(cun)(cun)(cun)教师(shi)(shi)队伍建设,全面推行(xing)义(yi)务(wu)教育阶段教师(shi)(shi)“县管校(xiao)聘”,有计划安(an)排县城学(xue)(xue)(xue)校(xiao)教师(shi)(shi)到乡(xiang)村(cun)(cun)(cun)(cun)支教。落实中(zhong)小学(xue)(xue)(xue)教师(shi)(shi)平(ping)均工资(zi)收入水平(ping)不低(di)于或高(gao)(gao)于当地(di)公务(wu)员平(ping)均工资(zi)收入水平(ping)政策,教师(shi)(shi)职(zhi)称评聘向乡(xiang)村(cun)(cun)(cun)(cun)学(xue)(xue)(xue)校(xiao)教师(shi)(shi)倾斜,符合条件(jian)的乡(xiang)村(cun)(cun)(cun)(cun)学(xue)(xue)(xue)校(xiao)教师(shi)(shi)纳入当地(di)政府住(zhu)房保(bao)障体系。持续推进农(nong)村(cun)(cun)(cun)(cun)义(yi)务(wu)教育控辍保(bao)学(xue)(xue)(xue)专项行(xing)动(dong),巩(gong)固义(yi)务(wu)教育普及成(cheng)果。增加学(xue)(xue)(xue)位(wei)供(gong)给,有效解决(jue)农(nong)民工随(sui)迁子(zi)女上学(xue)(xue)(xue)问(wen)题。重视农(nong)村(cun)(cun)(cun)(cun)学(xue)(xue)(xue)前(qian)教育,多渠道增加普惠性学(xue)(xue)(xue)前(qian)教育资(zi)源供(gong)给。加强农(nong)村(cun)(cun)(cun)(cun)特殊教育。大(da)(da)力(li)提(ti)(ti)升中(zhong)西部地(di)区乡(xiang)村(cun)(cun)(cun)(cun)教师(shi)(shi)国家通用语言(yan)文字能力(li),加强贫(pin)困地(di)区学(xue)(xue)(xue)前(qian)儿童普通话教育。扩大(da)(da)职(zhi)业教育学(xue)(xue)(xue)校(xiao)在农(nong)村(cun)(cun)(cun)(cun)招生规模,提(ti)(ti)高(gao)(gao)职(zhi)业教育质(zhi)量。
  (十)加强农村(cun)基层医(yi)(yi)(yi)疗卫生(sheng)服务(wu)。办好(hao)县(xian)级医(yi)(yi)(yi)院(yuan),推(tui)进(jin)标(biao)准化乡(xiang)镇卫生(sheng)院(yuan)建(jian)(jian)设(she),改造提升(sheng)村(cun)卫生(sheng)室(shi),消除医(yi)(yi)(yi)疗服务(wu)空白点(dian)。稳步推(tui)进(jin)紧密型县(xian)城医(yi)(yi)(yi)疗卫生(sheng)共同体建(jian)(jian)设(she)。加强乡(xiang)村(cun)医(yi)(yi)(yi)生(sheng)队(dui)伍建(jian)(jian)设(she),适(shi)当简化本科及(ji)以上(shang)学历医(yi)(yi)(yi)学毕(bi)业生(sheng)或经住院(yuan)医(yi)(yi)(yi)师规范化培训合(he)格的(de)全科医(yi)(yi)(yi)生(sheng)招聘(pin)程序。对应聘(pin)到中西部地(di)(di)区和艰苦边(bian)远地(di)(di)区乡(xiang)村(cun)工(gong)作的(de)应届高校医(yi)(yi)(yi)学毕(bi)业生(sheng),给予大学期间(jian)学费(fei)补偿、国家助学贷款代(dai)偿。允许各地(di)(di)盘(pan)活用(yong)好(hao)基层卫生(sheng)机构现(xian)有(you)编制资源,乡(xiang)镇卫生(sheng)院(yuan)可优(you)先聘(pin)用(yong)符合(he)条件的(de)村(cun)医(yi)(yi)(yi)。加强基层疾病预防控制队(dui)伍建(jian)(jian)设(she),做(zuo)好(hao)重大疾病和传染病防控。将农村(cun)适(shi)龄妇女宫颈癌(ai)和乳腺癌(ai)检查纳入基本公(gong)共卫生(sheng)服务(wu)范围(wei)。
  (十一(yi))加(jia)强农村(cun)(cun)社(she)会(hui)保(bao)(bao)障(zhang)。适(shi)当提(ti)高(gao)(gao)城(cheng)乡(xiang)居(ju)民基本医疗保(bao)(bao)险(xian)财政(zheng)补助和个人(ren)缴费标准。提(ti)高(gao)(gao)城(cheng)乡(xiang)居(ju)民基本医保(bao)(bao)、大(da)病(bing)保(bao)(bao)险(xian)、医疗救(jiu)助经办服(fu)(fu)务(wu)水平,地(di)级市(shi)域范围内实现(xian)“一(yi)站式服(fu)(fu)务(wu)、一(yi)窗口办理、一(yi)单制结算”。加(jia)强农村(cun)(cun)低保(bao)(bao)对(dui)象动态精准管理,合(he)理提(ti)高(gao)(gao)低保(bao)(bao)等社(she)会(hui)救(jiu)助水平。完善农村(cun)(cun)留(liu)守儿(er)童和妇(fu)女、老(lao)年(nian)人(ren)关爱服(fu)(fu)务(wu)体系(xi)。发展农村(cun)(cun)互助式养(yang)老(lao),多形(xing)式建设(she)日间照料中心(xin),改善失能老(lao)年(nian)人(ren)和重度(du)残疾人(ren)护(hu)理服(fu)(fu)务(wu)。

  (十五)加(jia)(jia)(jia)快(kuai)恢复生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)生(sheng)(sheng)(sheng)(sheng)产。生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)稳(wen)产保(bao)供(gong)是当(dang)前(qian)经(jing)济工(gong)作(zuo)的一件(jian)大事,要采取综合(he)性措(cuo)(cuo)施(shi),确(que)保(bao)2020年(nian)年(nian)底前(qian)生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)产能基本恢复到接近正(zheng)常(chang)年(nian)份水平。落(luo)实(shi)“省负总(zong)责(ze)”,压实(shi)“菜篮子(zi)”市长(zhang)负责(ze)制,强(qiang)化县(xian)级抓(zhua)落(luo)实(shi)责(ze)任,保(bao)障猪(zhu)(zhu)(zhu)肉供(gong)给。坚持(chi)补栏增养(yang)(yang)和(he)(he)疫(yi)病防(fang)(fang)控(kong)(kong)相结合(he),推(tui)动(dong)生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)标准化规模养(yang)(yang)殖(zhi),加(jia)(jia)(jia)强(qiang)对中小散(san)养(yang)(yang)户的防(fang)(fang)疫(yi)服务,做好饲料(liao)生(sheng)(sheng)(sheng)(sheng)产保(bao)障工(gong)作(zuo)。严(yan)格(ge)落(luo)实(shi)扶持(chi)生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)生(sheng)(sheng)(sheng)(sheng)产的各项政策举措(cuo)(cuo),抓(zhua)紧(jin)打(da)(da)通环(huan)评、用地、信贷等(deng)瓶(ping)颈(jing)。纠(jiu)正(zheng)随(sui)意扩大限养(yang)(yang)禁养(yang)(yang)区(qu)(qu)和(he)(he)搞“无猪(zhu)(zhu)(zhu)市”、“无猪(zhu)(zhu)(zhu)县(xian)”问题。严(yan)格(ge)执行非(fei)洲猪(zhu)(zhu)(zhu)瘟(wen)疫(yi)情报告制度和(he)(he)防(fang)(fang)控(kong)(kong)措(cuo)(cuo)施(shi),加(jia)(jia)(jia)快(kuai)疫(yi)苗(miao)研(yan)发进(jin)程。加(jia)(jia)(jia)强(qiang)动(dong)物防(fang)(fang)疫(yi)体系建设,落(luo)实(shi)防(fang)(fang)疫(yi)人员(yuan)和(he)(he)经(jing)费保(bao)障,在生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)大县(xian)实(shi)施(shi)乡(xiang)镇动(dong)物防(fang)(fang)疫(yi)特聘(pin)计划。引(yin)导生(sheng)(sheng)(sheng)(sheng)猪(zhu)(zhu)(zhu)屠(tu)宰(zai)加(jia)(jia)(jia)工(gong)向(xiang)养(yang)(yang)殖(zhi)集中区(qu)(qu)转移(yi),逐步减少活猪(zhu)(zhu)(zhu)长(zhang)距(ju)离调运,推(tui)进(jin)“运猪(zhu)(zhu)(zhu)”向(xiang)“运肉”转变。加(jia)(jia)(jia)强(qiang)市场(chang)监测和(he)(he)调控(kong)(kong),做好猪(zhu)(zhu)(zhu)肉保(bao)供(gong)稳(wen)价工(gong)作(zuo),打(da)(da)击(ji)扰(rao)乱市场(chang)行为,及时启动(dong)社会救助和(he)(he)保(bao)障标准与物价上涨(zhang)挂(gua)钩联动(dong)机制。支持(chi)奶(nai)业、禽(qin)类、牛羊等(deng)生(sheng)(sheng)(sheng)(sheng)产,引(yin)导优化肉类消费结构。推(tui)进(jin)水产绿色健康养(yang)(yang)殖(zhi),加(jia)(jia)(jia)强(qiang)渔港建设和(he)(he)管理改革。

  (二十)健(jian)全(quan)乡(xiang)(xiang)(xiang)村(cun)(cun)(cun)治(zhi)理(li)(li)工(gong)(gong)作体(ti)系。坚持县乡(xiang)(xiang)(xiang)村(cun)(cun)(cun)联动(dong),推动(dong)社会治(zhi)理(li)(li)和(he)服(fu)(fu)务重心(xin)向(xiang)基(ji)层下移(yi),把更多(duo)资源下沉(chen)到乡(xiang)(xiang)(xiang)镇和(he)村(cun)(cun)(cun),提高乡(xiang)(xiang)(xiang)村(cun)(cun)(cun)治(zhi)理(li)(li)效(xiao)能。县级(ji)是“一线指挥部”,要加(jia)强(qiang)(qiang)(qiang)统筹谋划,落实领导(dao)(dao)责任,强(qiang)(qiang)(qiang)化大(da)抓基(ji)层的工(gong)(gong)作导(dao)(dao)向(xiang),增强(qiang)(qiang)(qiang)群众(zhong)工(gong)(gong)作本(ben)领。建立县级(ji)领导(dao)(dao)干部和(he)县直部门主要负责人(ren)包村(cun)(cun)(cun)制(zhi)度(du)。乡(xiang)(xiang)(xiang)镇是为农(nong)服(fu)(fu)务中心(xin),要加(jia)强(qiang)(qiang)(qiang)管(guan)理(li)(li)服(fu)(fu)务,整合(he)审批、服(fu)(fu)务、执(zhi)法(fa)等方面力量,建立健(jian)全(quan)统一管(guan)理(li)(li)服(fu)(fu)务平台,实现一站式(shi)办理(li)(li)。充实农(nong)村(cun)(cun)(cun)人(ren)居环境整治(zhi)、宅基(ji)地管(guan)理(li)(li)、集(ji)体(ti)资产管(guan)理(li)(li)、民(min)生保障、社会服(fu)(fu)务等工(gong)(gong)作力量。行(xing)政村(cun)(cun)(cun)是基(ji)本(ben)治(zhi)理(li)(li)单元,要强(qiang)(qiang)(qiang)化自(zi)我(wo)管(guan)理(li)(li)、自(zi)我(wo)服(fu)(fu)务、自(zi)我(wo)教育(yu)、自(zi)我(wo)监督,健(jian)全(quan)基(ji)层民(min)主制(zhi)度(du),完善村(cun)(cun)(cun)规民(min)约,推进村(cun)(cun)(cun)民(min)自(zi)治(zhi)制(zhi)度(du)化、规范化、程序化。扎实开展自(zi)治(zhi)、法(fa)治(zhi)、德(de)治(zhi)相结合(he)的乡(xiang)(xiang)(xiang)村(cun)(cun)(cun)治(zhi)理(li)(li)体(ti)系建设试点示(shi)范,推广乡(xiang)(xiang)(xiang)村(cun)(cun)(cun)治(zhi)理(li)(li)创(chuang)新性典(dian)型案(an)例经验。注(zhu)重发挥家(jia)(jia)庭家(jia)(jia)教家(jia)(jia)风在乡(xiang)(xiang)(xiang)村(cun)(cun)(cun)治(zhi)理(li)(li)中的重要作用。
  (二(er)十一(yi))调(diao)(diao)处化解(jie)乡村矛(mao)(mao)盾纠(jiu)纷(fen)。坚持和发(fa)展新时(shi)代“枫桥(qiao)经(jing)验”,进一(yi)步(bu)加强人民调(diao)(diao)解(jie)工(gong)作(zuo),做(zuo)到(dao)小事不出村、大(da)事不出乡、矛(mao)(mao)盾不上交。畅(chang)通(tong)农(nong)(nong)民群众诉(su)求(qiu)表达渠(qu)道,及时(shi)妥善处理农(nong)(nong)民群众合(he)理诉(su)求(qiu)。持续整治侵害农(nong)(nong)民利益(yi)行为,妥善化解(jie)土地(di)承包、征(zheng)地(di)拆迁、农(nong)(nong)民工(gong)工(gong)资(zi)、环境(jing)污染等方面矛(mao)(mao)盾。推(tui)行领(ling)导干(gan)部特别(bie)是市(shi)县领(ling)导干(gan)部定期(qi)下基(ji)层接访制度,积极化解(jie)信访积案。组织开(kai)展“一(yi)村一(yi)法律顾问”等形式多样(yang)的(de)法律服务。对直接关系农(nong)(nong)民切(qie)身利益(yi)、容易引(yin)发(fa)社会稳定风险(xian)的(de)重大(da)决(jue)策事项,要先(xian)进行风险(xian)评(ping)估。
  (二十二)深入推进平安乡村建(jian)(jian)设。推动(dong)(dong)扫(sao)黑除恶专项斗争向(xiang)(xiang)纵(zong)深推进,严厉打击(ji)非法侵占农(nong)(nong)(nong)(nong)村集体资产、扶贫惠农(nong)(nong)(nong)(nong)资金和侵犯农(nong)(nong)(nong)(nong)村妇女儿童人(ren)身权利等(deng)违(wei)(wei)法犯罪(zui)行(xing)为(wei),推进反腐败斗争和基层“拍蝇”,建(jian)(jian)立防范和整治“村霸”长效机制。依法管(guan)(guan)理(li)农(nong)(nong)(nong)(nong)村宗(zong)教事务,制止(zhi)非法宗(zong)教活动(dong)(dong),防范邪(xie)教向(xiang)(xiang)农(nong)(nong)(nong)(nong)村渗透,防止(zhi)封建(jian)(jian)迷信蔓延。加强(qiang)农(nong)(nong)(nong)(nong)村社(she)会(hui)治安工作(zuo),推行(xing)网格化管(guan)(guan)理(li)和服务。开展农(nong)(nong)(nong)(nong)村假(jia)冒伪劣(lie)食品(pin)治理(li)行(xing)动(dong)(dong)。打击(ji)制售假(jia)劣(lie)农(nong)(nong)(nong)(nong)资违(wei)(wei)法违(wei)(wei)规行(xing)为(wei)。加强(qiang)农(nong)(nong)(nong)(nong)村防灾(zai)减(jian)灾(zai)能力建(jian)(jian)设。全面排查整治农(nong)(nong)(nong)(nong)村各类安全隐患。
五(wu)、强化农(nong)村补(bu)短板保障措(cuo)施
  (二十三(san)(san))优先保障“三(san)(san)农(nong)”投入。加大中(zhong)央(yang)和地方财政(zheng)“三农(nong)”投(tou)入力(li)度,中(zhong)央(yang)预算内投(tou)资继续(xu)向农(nong)业农(nong)村倾(qing)斜,确(que)保财政(zheng)投(tou)入与(yu)补上全面小康(kang)“三农(nong)”领域突出短板相(xiang)适应(ying)。地方政(zheng)府要(yao)在(zai)一(yi)般债(zhai)券支出中安排一(yi)定规模(mo)支持符合条件(jian)的易(yi)地扶贫搬(ban)迁和(he)乡村振兴(xing)项目建设。各地应(ying)有序扩(kuo)大用于支持(chi)乡(xiang)村振兴的专(zhuan)项债券(quan)发行(xing)规模。中央(yang)和省(sheng)级各部门要根据(ju)补(bu)短板(ban)的需要优(you)化涉农资金使(shi)用(yong)结构。按照“取之于农(nong)(nong)、主要(yao)用(yong)之于农(nong)(nong)”要(yao)求,抓紧出台调整完(wan)善土地出让收入(ru)使用(yong)范围(wei)进一步提(ti)高农(nong)(nong)业农(nong)(nong)村(cun)投入(ru)比例的意见。调整(zheng)完善农机购置(zhi)补贴(tie)范围,赋予省级更大(da)自主(zhu)权。研究本轮(lun)草原生(sheng)态保护(hu)补奖政(zheng)策到期后的政(zheng)策。强化(hua)对“三农(nong)”信贷的货币、财税(shui)、监管政(zheng)策正(zheng)向激励,给予低成本资(zi)金支持,提高风险(xian)容(rong)忍度(du),优(you)化(hua)精准奖补措施。对机构(gou)法人在(zai)县(xian)域、业务在(zai)县(xian)域的金融(rong)机构(gou),适度扩大支农支小再(zai)贷款额(e)度。深化农(nong)村(cun)信用社改(gai)革,坚持县域法(fa)人地位。加强考核引(yin)导,合理提升资金外(wai)流严重县的存贷比。鼓励商业银行(xing)发行(xing)“三(san)农”、小(xiao)微企业等专项金(jin)融债券。落实农户小额贷款(kuan)税(shui)收优惠政策(ce)。符合(he)条件的家庭农(nong)场等新(xin)型(xing)农(nong)业(ye)经(jing)营(ying)主体(ti)可(ke)按规定享(xiang)受现行(xing)小微企(qi)业(ye)相关(guan)贷款税收减(jian)免政(zheng)策(ce)。合理设置农(nong)业贷款期(qi)限(xian),使其(qi)与(yu)农(nong)业生产周期(qi)相(xiang)匹配(pei)。发挥全国(guo)农业(ye)信贷担保体(ti)系(xi)作(zuo)用,做大面向新型(xing)农业(ye)经营主体(ti)的担保业(ye)务(wu)。推动温(wen)室大棚、养殖圈舍、大型(xing)农机、土(tu)地经营权依法合规抵押融资。稳(wen)妥扩大农(nong)村普(pu)惠(hui)金融改革(ge)试点(dian),鼓励地方政府(fu)开展县域农(nong)户、中小(xiao)企(qi)业信用(yong)等(deng)级评价,加快构(gou)建线上线下相结合、“银保担”风险共担的普(pu)惠(hui)金融服务体系(xi),推(tui)出(chu)更多免抵押、免担保、低(di)利率(lv)、可持续(xu)的普(pu)惠(hui)金融产品(pin)。抓好农(nong)业保(bao)(bao)险保(bao)(bao)费补贴政策落实,督(du)促保(bao)(bao)险机构及时足额理赔。优化“保险+期(qi)(qi)货”试点模式(shi),继续(xu)推进农产品期(qi)(qi)货期(qi)(qi)权品种上(shang)市。
  (二十四)破解乡村发展用地难题。坚守耕(geng)地和(he)永(yong)久(jiu)基(ji)本(ben)农田保护红线。完善乡村产业发展用(yong)地(di)(di)政(zheng)策(ce)体系,明确用(yong)地(di)(di)类型和供地(di)(di)方(fang)式,实行分类管理(li)。将(jiang)农(nong)业种植养殖配(pei)建(jian)的保鲜(xian)冷藏(zang)、晾晒存贮、农(nong)机库房(fang)、分(fen)拣(jian)包(bao)装、废弃物处理(li)(li)、管理(li)(li)看(kan)护(hu)房(fang)等辅助(zhu)设施用(yong)(yong)地(di)(di)纳入农(nong)用(yong)(yong)地(di)(di)管理(li)(li),根据生(sheng)产实际(ji)合(he)理(li)(li)确定辅助(zhu)设施用(yong)(yong)地(di)(di)规模上限(xian)。农(nong)业设(she)施用地可以(yi)使用耕地。强化农业(ye)设施(shi)用地(di)监管,严禁以(yi)农业(ye)设施(shi)用地(di)为名(ming)从事(shi)非农建设。开展(zhan)乡村(cun)全域土地综合整治(zhi)试点(dian),优化农村(cun)生产、生活、生态空间布(bu)局。在符(fu)合国(guo)土(tu)空(kong)间规划前(qian)提(ti)下,通过村(cun)庄(zhuang)整(zheng)治、土(tu)地整(zheng)理等方式节余的农村(cun)集体建设用地优先用于发展乡村(cun)产业项目。新编(bian)县乡(xiang)级国土空间规划应安排不少于10%的建(jian)设(she)用(yong)(yong)地指标,重点保(bao)障(zhang)乡(xiang)村产业发(fa)展用(yong)(yong)地。省级制定土地利用年(nian)度计划时,应安排(pai)至少5%新增建设用地指标保障乡村重点产业和(he)项(xiang)目用地。农村集(ji)体建设用地可以通过(guo)入股(gu)、租用等(deng)方式直接用于(yu)发展乡(xiang)村产业。按照“放管服(fu)”改革要(yao)求,对(dui)农村(cun)集体建设(she)用地审批(pi)进行(xing)全面梳理,简(jian)化审批(pi)审核程序(xu),下放审批(pi)权限。推进(jin)乡村建设审批“多审合(he)一、多证(zheng)合(he)一”改(gai)革。抓紧出台支持农(nong)村一二三(san)产业融合发(fa)展用(yong)地的政(zheng)策意见。
  (二(er)十五)推动人才(cai)下乡。培养更多知(zhi)农爱农、扎根乡村的人才,推动更多科技成果应(ying)用到田(tian)间(jian)地头。畅(chang)通各类人才(cai)下乡渠(qu)道,支持大(da)学生、退役军人、企(qi)业家等(deng)到农村干事创业。整合利用农(nong)业(ye)广(guang)播学校、农(nong)业(ye)科研院所、涉农(nong)院校、农(nong)业(ye)龙头企(qi)业(ye)等各(ge)类(lei)资源,加快(kuai)构(gou)建高素质农(nong)民教育培训(xun)体(ti)系。落实县(xian)域内人才统筹(chou)培养(yang)使用制度。有(you)组织地动(dong)员城市(shi)科研人员、工(gong)程师、规划师、建筑师、教师、医生下(xia)乡服(fu)务。城市中小学教师、医生晋(jin)升高级职称前,原则上要有1年以上农村基(ji)层工作服务(wu)经历。优化涉农学科专业设置(zhi),探索对(dui)急需紧(jin)缺涉农专业实(shi)行(xing)“提前批次(ci)”录取。抓紧出台推(tui)进乡(xiang)村人才振兴的意见。
  (二(er)十六)强化科技支撑(cheng)作用。加强农(nong)业关(guan)键核心技(ji)术攻(gong)关(guan),部署(shu)一批重大科技(ji)项目,抢占科技(ji)制高点(dian)。加强农(nong)业(ye)生物技术研发,大(da)力实施种业(ye)自主创新工程,实施国家农(nong)业(ye)种质(zhi)资源保(bao)护利用工程,推(tui)进南(nan)繁科研育种基地建设(she)。加快大中(zhong)型、智能化(hua)、复(fu)合型农业机(ji)械研发和(he)应(ying)用,支持丘陵山区农田宜(yi)机(ji)化(hua)改造(zao)。深入实(shi)施科技特派员制度(du),进一(yi)步发展(zhan)壮(zhuang)大(da)科技特派员队伍。采取长期稳定(ding)的支持方(fang)式,加强现代农业产(chan)业技(ji)术体系(xi)建设,扩(kuo)大对特色优势(shi)农产(chan)品覆(fu)盖范围,面向农业全产(chan)业链配置(zhi)科(ke)技(ji)资源。加强农业产业科技(ji)创新中(zhong)心(xin)建设(she)。加(jia)强国家农业(ye)(ye)高新(xin)技术产业(ye)(ye)示范区、国家农业(ye)(ye)科技园区等创新(xin)平台基(ji)地建(jian)设。加(jia)快现代气象为农服(fu)务体系建(jian)设。
  (二十七)抓好农村重点(dian)改革任务。完善农(nong)村基本经营制度,开展第二轮土地承包(bao)到期后再延(yan)长30年试点(dian),在(zai)试点(dian)基础上(shang)研究(jiu)制定延(yan)包(bao)的具体(ti)办法。鼓(gu)励发展多种形式适度规模经营,健全面向小(xiao)农户的农业社会化服务体系。制定农村(cun)集体(ti)经(jing)营性(xing)建设用(yong)地入市(shi)配套制度。严格农村(cun)宅基(ji)地管理(li),加强(qiang)对乡镇审批宅基(ji)地监管,防止土地占用失(shi)控(kong)。扎实推进宅(zhai)基地使用权确权登(deng)记颁证(zheng)。以探(tan)索宅(zhai)基地所有(you)权(quan)、资格权(quan)、使用权(quan)“三权(quan)分置”为重点(dian)(dian),进一步深化农村宅(zhai)基地制度改革试(shi)点(dian)(dian)。全面推开农村集体(ti)产权制度改革(ge)试(shi)点,有序开展(zhan)集体(ti)成员(yuan)身份确认、集体(ti)资(zi)产折股量(liang)化、股份合作制改革(ge)、集体(ti)经济组织登记(ji)赋码等(deng)工作。探(tan)索拓宽农(nong)村集(ji)体经济发展路(lu)径,强化集(ji)体资产管(guan)理。继续深化供(gong)销合作(zuo)社(she)综合改革,提高(gao)为农服务能力。加快推进农垦(ken)、国有林区林场、集体林权制(zhi)度、草原承包经营制(zhi)度、农业水(shui)价(jia)等改革(ge)。深化农业综合行政(zheng)执法(fa)(fa)改革,完善(shan)执法(fa)(fa)体系(xi),提高执法(fa)(fa)能(neng)力(li)。
  做好“三农(nong)”工作,关键在党(dang)。各级党委和(he)政(zheng)(zheng)府要深入(ru)学习(xi)贯(guan)(guan)彻习(xi)近平总书(shu)记(ji)关于“三农(nong)(nong)”工(gong)(gong)作的(de)(de)重要论述(shu),全面贯(guan)(guan)彻党的(de)(de)十(shi)九届四中全会精神(shen),把制度(du)建设(she)(she)和(he)治理能力建设(she)(she)摆在“三农(nong)(nong)”工(gong)(gong)作更(geng)加突出(chu)位(wei)置,稳定农(nong)(nong)村基本政(zheng)(zheng)策(ce)(ce),完善(shan)新(xin)时代“三农(nong)(nong)”工(gong)(gong)作制度(du)框架和(he)政(zheng)(zheng)策(ce)(ce)体系。认真落(luo)实《中国共产党(dang)农(nong)(nong)村(cun)工(gong)作(zuo)(zuo)条例》,加强党(dang)对“三(san)农(nong)(nong)”工(gong)作(zuo)(zuo)的全面领导,坚持农(nong)(nong)业(ye)农(nong)(nong)村(cun)优先发展,强化五级书记(ji)抓乡村(cun)振兴责任(ren),落(luo)实县(xian)委书记(ji)主要(yao)精力抓“三(san)农(nong)(nong)”工(gong)作(zuo)(zuo)要(yao)求,加强党(dang)委农(nong)(nong)村(cun)工(gong)作(zuo)(zuo)机构建设,大力培养懂农(nong)(nong)业(ye)、爱农(nong)(nong)村(cun)、爱农(nong)(nong)民的“三(san)农(nong)(nong)”工(gong)作(zuo)(zuo)队伍,提高农(nong)(nong)村(cun)干(gan)部待遇。坚持从农村实际(ji)出发,因地制宜,尊重(zhong)农民意愿,尽力而为、量力而行(xing),把当务之急的事一(yi)件(jian)一(yi)件(jian)解(jie)决(jue)好,力戒(jie)形式主义、官僚主义,防止政(zheng)策执行(xing)简(jian)单化(hua)和“一(yi)刀切(qie)”。把党的十九大以来“三农”政策贯彻落实(shi)情况(kuang)作为(wei)中央(yang)巡视重要(yao)内容。
