  “十四五(wu)(wu)”时期是我国全(quan)面(mian)(mian)建(jian)(jian)成(cheng)小康社(she)会(hui)、实(shi)现(xian)第一(yi)个(ge)百年(nian)奋(fen)斗(dou)目(mu)(mu)标之后,乘势(shi)而(er)上开启全(quan)面(mian)(mian)建(jian)(jian)设(she)社(she)会(hui)主义现(xian)代(dai)化(hua)国家新征程、向(xiang)第二个(ge)百年(nian)奋(fen)斗(dou)目(mu)(mu)标进军(jun)的第一(yi)个(ge)五(wu)(wu)年(nian)。中(zhong)国共(gong)产党第十九届中(zhong)央委员(yuan)会(hui)第五(wu)(wu)次(ci)全(quan)体会(hui)议(yi)(yi)深入(ru)分析(xi)国际国内形势(shi),就制定国民经济和(he)社(she)会(hui)发展(zhan)“十四五(wu)(wu)”规划和(he)二〇三五(wu)(wu)年(nian)远景目(mu)(mu)标提(ti)出以下建(jian)(jian)议(yi)(yi)。

  一、全面建(jian)成小康(kang)社会(hui)(hui),开启(qi)全面建(jian)设(she)社会(hui)(hui)主义现代(dai)化国家新征程(cheng)

  1.决(jue)胜全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)建(jian)(jian)(jian)成(cheng)(cheng)小康(kang)社(she)(she)会(hui)(hui)(hui)取(qu)得(de)决(jue)定(ding)(ding)性成(cheng)(cheng)就(jiu)。“十(shi)三(san)五(wu)(wu)(wu)”时(shi)期(qi)是(shi)全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)建(jian)(jian)(jian)成(cheng)(cheng)小康(kang)社(she)(she)会(hui)(hui)(hui)决(jue)胜阶段(duan)。面(mian)对错(cuo)综复杂(za)的(de)(de)(de)国(guo)(guo)(guo)际形(xing)势(shi)、艰巨繁(fan)(fan)重(zhong)(zhong)(zhong)的(de)(de)(de)国(guo)(guo)(guo)内改革发(fa)展稳定(ding)(ding)任(ren)务(wu)特别是(shi)新(xin)(xin)冠肺炎疫(yi)情严重(zhong)(zhong)(zhong)冲击,以(yi)习近平(ping)同志(zhi)为核心的(de)(de)(de)党(dang)中(zhong)央不(bu)忘初心、牢(lao)记使命,团结(jie)带领全(quan)(quan)(quan)(quan)(quan)(quan)党(dang)全(quan)(quan)(quan)(quan)(quan)(quan)国(guo)(guo)(guo)各族(zu)(zu)人(ren)(ren)民(min)(min)砥(di)砺前(qian)行、开(kai)(kai)拓创新(xin)(xin),奋(fen)发(fa)有为推进党(dang)和国(guo)(guo)(guo)家各项事业。全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)深化(hua)(hua)改革取(qu)得(de)重(zhong)(zhong)(zhong)大(da)(da)突破,全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)依法治(zhi)(zhi)国(guo)(guo)(guo)取(qu)得(de)重(zhong)(zhong)(zhong)大(da)(da)进展,全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)从严治(zhi)(zhi)党(dang)取(qu)得(de)重(zhong)(zhong)(zhong)大(da)(da)成(cheng)(cheng)果(guo)(guo),国(guo)(guo)(guo)家治(zhi)(zhi)理(li)(li)体系和治(zhi)(zhi)理(li)(li)能(neng)力现(xian)(xian)代化(hua)(hua)加快推进,中(zhong)国(guo)(guo)(guo)共(gong)产(chan)(chan)党(dang)领导和我国(guo)(guo)(guo)社(she)(she)会(hui)(hui)(hui)主义制度(du)优势(shi)进一(yi)步彰显;经(jing)济实(shi)(shi)力、科技实(shi)(shi)力、综合国(guo)(guo)(guo)力跃(yue)上新(xin)(xin)的(de)(de)(de)大(da)(da)台阶,经(jing)济运行总体平(ping)稳,经(jing)济结(jie)构持续(xu)优化(hua)(hua),预计二〇二〇年国(guo)(guo)(guo)内生(sheng)产(chan)(chan)总值突破一(yi)百(bai)万亿(yi)(yi)元(yuan);脱贫(pin)攻坚(jian)成(cheng)(cheng)果(guo)(guo)举(ju)世(shi)瞩目,五(wu)(wu)(wu)千(qian)(qian)五(wu)(wu)(wu)百(bai)七十(shi)五(wu)(wu)(wu)万农(nong)村贫(pin)困人(ren)(ren)口实(shi)(shi)现(xian)(xian)脱贫(pin);粮食年产(chan)(chan)量(liang)连续(xu)五(wu)(wu)(wu)年稳定(ding)(ding)在一(yi)万三(san)千(qian)(qian)亿(yi)(yi)斤以(yi)上;污染防(fang)治(zhi)(zhi)力度(du)加大(da)(da),生(sheng)态环境(jing)明显改善;对外开(kai)(kai)放持续(xu)扩大(da)(da),共(gong)建(jian)(jian)(jian)“一(yi)带一(yi)路”成(cheng)(cheng)果(guo)(guo)丰(feng)硕(shuo);人(ren)(ren)民(min)(min)生(sheng)活水(shui)平(ping)显著提高,高等教(jiao)育进入普及化(hua)(hua)阶段(duan),城镇新(xin)(xin)增就(jiu)业超(chao)过六千(qian)(qian)万人(ren)(ren),建(jian)(jian)(jian)成(cheng)(cheng)世(shi)界上规模(mo)最大(da)(da)的(de)(de)(de)社(she)(she)会(hui)(hui)(hui)保(bao)(bao)障(zhang)体系,基本(ben)医疗保(bao)(bao)险(xian)覆盖(gai)超(chao)过十(shi)三(san)亿(yi)(yi)人(ren)(ren),基本(ben)养(yang)老保(bao)(bao)险(xian)覆盖(gai)近十(shi)亿(yi)(yi)人(ren)(ren),新(xin)(xin)冠肺炎疫(yi)情防(fang)控取(qu)得(de)重(zhong)(zhong)(zhong)大(da)(da)战(zhan)略成(cheng)(cheng)果(guo)(guo);文化(hua)(hua)事业和文化(hua)(hua)产(chan)(chan)业繁(fan)(fan)荣发(fa)展;国(guo)(guo)(guo)防(fang)和军队建(jian)(jian)(jian)设水(shui)平(ping)大(da)(da)幅(fu)提升,军队组(zu)织(zhi)形(xing)态实(shi)(shi)现(xian)(xian)重(zhong)(zhong)(zhong)大(da)(da)变革;国(guo)(guo)(guo)家安全(quan)(quan)(quan)(quan)(quan)(quan)全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)加强,社(she)(she)会(hui)(hui)(hui)保(bao)(bao)持和谐(xie)稳定(ding)(ding)。“十(shi)三(san)五(wu)(wu)(wu)”规划目标任(ren)务(wu)即将完成(cheng)(cheng),全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)建(jian)(jian)(jian)成(cheng)(cheng)小康(kang)社(she)(she)会(hui)(hui)(hui)胜利(li)在望,中(zhong)华(hua)民(min)(min)族(zu)(zu)伟大(da)(da)复兴向前(qian)迈出了新(xin)(xin)的(de)(de)(de)一(yi)大(da)(da)步,社(she)(she)会(hui)(hui)(hui)主义中(zhong)国(guo)(guo)(guo)以(yi)更加雄伟的(de)(de)(de)身姿屹立(li)于(yu)世(shi)界东(dong)方。全(quan)(quan)(quan)(quan)(quan)(quan)党(dang)全(quan)(quan)(quan)(quan)(quan)(quan)国(guo)(guo)(guo)各族(zu)(zu)人(ren)(ren)民(min)(min)要(yao)再(zai)接(jie)再(zai)厉(li)、一(yi)鼓作气,确(que)保(bao)(bao)如(ru)期(qi)打赢脱贫(pin)攻坚(jian)战(zhan),确(que)保(bao)(bao)如(ru)期(qi)全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)建(jian)(jian)(jian)成(cheng)(cheng)小康(kang)社(she)(she)会(hui)(hui)(hui)、实(shi)(shi)现(xian)(xian)第(di)一(yi)个百(bai)年奋(fen)斗目标,为开(kai)(kai)启全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)建(jian)(jian)(jian)设社(she)(she)会(hui)(hui)(hui)主义现(xian)(xian)代化(hua)(hua)国(guo)(guo)(guo)家新(xin)(xin)征程奠定(ding)(ding)坚(jian)实(shi)(shi)基础。

  2.我(wo)国(guo)(guo)(guo)(guo)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)环境(jing)面临深(shen)刻(ke)复(fu)杂(za)变(bian)(bian)化。当前和(he)(he)今(jin)后一个时期(qi),我(wo)国(guo)(guo)(guo)(guo)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)仍(reng)然(ran)(ran)处于(yu)重要(yao)战(zhan)略(lve)机(ji)遇(yu)期(qi),但机(ji)遇(yu)和(he)(he)挑战(zhan)都有(you)新(xin)的发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)变(bian)(bian)化。当今(jin)世(shi)界正经(jing)历百年(nian)(nian)未有(you)之大变(bian)(bian)局,新(xin)一轮(lun)科技革命和(he)(he)产(chan)业变(bian)(bian)革深(shen)入(ru)(ru)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan),国(guo)(guo)(guo)(guo)际力(li)量(liang)对(dui)比深(shen)刻(ke)调整,和(he)(he)平(ping)与(yu)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)仍(reng)然(ran)(ran)是时代主(zhu)(zhu)题(ti),人类命运共(gong)同(tong)体(ti)理(li)(li)念(nian)深(shen)入(ru)(ru)人心,同(tong)时国(guo)(guo)(guo)(guo)际环境(jing)日趋(qu)复(fu)杂(za),不(bu)稳定性(xing)不(bu)确定性(xing)明(ming)显增加,新(xin)冠肺炎(yan)疫(yi)情(qing)影响广泛深(shen)远(yuan),经(jing)济全(quan)球化遭遇(yu)逆流,世(shi)界进入(ru)(ru)动荡变(bian)(bian)革期(qi),单边(bian)主(zhu)(zhu)义(yi)(yi)、保(bao)护主(zhu)(zhu)义(yi)(yi)、霸权主(zhu)(zhu)义(yi)(yi)对(dui)世(shi)界和(he)(he)平(ping)与(yu)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)构成威(wei)胁。我(wo)国(guo)(guo)(guo)(guo)已转向(xiang)高质(zhi)(zhi)量(liang)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)阶(jie)段(duan),制度优(you)势(shi)(shi)显著,治(zhi)理(li)(li)效能提(ti)升(sheng),经(jing)济长(zhang)期(qi)向(xiang)好,物质(zhi)(zhi)基础雄(xiong)厚(hou),人力(li)资源丰富,市场空间广阔,发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)韧(ren)性(xing)强(qiang)劲(jing),社(she)会(hui)(hui)大局稳定,继续(xu)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)具有(you)多方(fang)面优(you)势(shi)(shi)和(he)(he)条件,同(tong)时我(wo)国(guo)(guo)(guo)(guo)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)不(bu)平(ping)衡(heng)不(bu)充分问题(ti)仍(reng)然(ran)(ran)突(tu)出,重点领域关键环节改(gai)革任务(wu)仍(reng)然(ran)(ran)艰巨(ju),创新(xin)能力(li)不(bu)适应(ying)高质(zhi)(zhi)量(liang)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)要(yao)求,农(nong)业基础还(hai)不(bu)稳固,城乡区域发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)和(he)(he)收(shou)入(ru)(ru)分配差距较大,生态(tai)环保(bao)任重道远(yuan),民(min)生保(bao)障(zhang)存在(zai)短板,社(she)会(hui)(hui)治(zhi)理(li)(li)还(hai)有(you)弱项。全(quan)党要(yao)统筹中华民(min)族伟大复(fu)兴战(zhan)略(lve)全(quan)局和(he)(he)世(shi)界百年(nian)(nian)未有(you)之大变(bian)(bian)局,深(shen)刻(ke)认识我(wo)国(guo)(guo)(guo)(guo)社(she)会(hui)(hui)主(zhu)(zhu)要(yao)矛(mao)盾(dun)变(bian)(bian)化带来的新(xin)特征新(xin)要(yao)求,深(shen)刻(ke)认识错(cuo)综(zong)复(fu)杂(za)的国(guo)(guo)(guo)(guo)际环境(jing)带来的新(xin)矛(mao)盾(dun)新(xin)挑战(zhan),增强(qiang)机(ji)遇(yu)意识和(he)(he)风险意识,立足社(she)会(hui)(hui)主(zhu)(zhu)义(yi)(yi)初级阶(jie)段(duan)基本国(guo)(guo)(guo)(guo)情(qing),保(bao)持战(zhan)略(lve)定力(li),办好自己(ji)的事(shi),认识和(he)(he)把握(wo)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)规(gui)律,发(fa)(fa)(fa)(fa)扬斗争精神(shen),树立底线思维,准确识变(bian)(bian)、科学应(ying)变(bian)(bian)、主(zhu)(zhu)动求变(bian)(bian),善于(yu)在(zai)危机(ji)中育(yu)先机(ji)、于(yu)变(bian)(bian)局中开新(xin)局,抓住机(ji)遇(yu),应(ying)对(dui)挑战(zhan),趋(qu)利(li)避(bi)害,奋勇(yong)前进。

  二、“十四(si)五”时期经济社会发展指导(dao)方针和主要目标

  58.推进两(liang)(liang)岸(an)(an)(an)关系和(he)(he)(he)平(ping)发(fa)展(zhan)(zhan)和(he)(he)(he)祖国统一(yi)。坚持一(yi)个中国原则和(he)(he)(he)“九(jiu)二共(gong)识”,以两(liang)(liang)岸(an)(an)(an)同胞(bao)福祉(zhi)为依归,推动(dong)(dong)两(liang)(liang)岸(an)(an)(an)关系和(he)(he)(he)平(ping)发(fa)展(zhan)(zhan)、融(rong)合(he)发(fa)展(zhan)(zhan),加强两(liang)(liang)岸(an)(an)(an)产业合(he)作,打造两(liang)(liang)岸(an)(an)(an)共(gong)同市场,壮大中华(hua)民族经济,共(gong)同弘扬中华(hua)文化(hua)。完善保(bao)障台(tai)湾同胞(bao)福祉(zhi)和(he)(he)(he)在(zai)大陆享受同等待(dai)遇的(de)制(zhi)度和(he)(he)(he)政策,支(zhi)持台(tai)商台(tai)企(qi)参与“一(yi)带一(yi)路”建设和(he)(he)(he)国家区域(yu)协调发(fa)展(zhan)(zhan)战略(lve),支(zhi)持符合(he)条件(jian)的(de)台(tai)资(zi)企(qi)业在(zai)大陆上市,支(zhi)持福建探(tan)索海峡两(liang)(liang)岸(an)(an)(an)融(rong)合(he)发(fa)展(zhan)(zhan)新路。加强两(liang)(liang)岸(an)(an)(an)基(ji)层(ceng)和(he)(he)(he)青少年交(jiao)流。高(gao)度警惕(ti)和(he)(he)(he)坚决遏制(zhi)“台(tai)独”分裂活动(dong)(dong)。

  60.健全规(gui)(gui)划(hua)(hua)制(zhi)(zhi)定和落(luo)实(shi)机制(zhi)(zhi)。按照本次全会精神(shen),制(zhi)(zhi)定国家(jia)和地方“十四五(wu)”规(gui)(gui)划(hua)(hua)纲要和专项规(gui)(gui)划(hua)(hua),形成定位准确、边界(jie)清晰、功(gong)能互(hu)补、统一衔接的国家(jia)规(gui)(gui)划(hua)(hua)体系。健全政策(ce)(ce)协调和工作协同机制(zhi)(zhi),完(wan)善规(gui)(gui)划(hua)(hua)实(shi)施(shi)监测评估机制(zhi)(zhi),确保党中央关(guan)于“十四五(wu)”发展的决策(ce)(ce)部署落(luo)到实(shi)处。
